Man Charged, $6K Worth Of Heroin Seized In Orange County No-Knock Search

A multi-agency law enforcement investigation of a parolee led to the arrest of a 29-year-old Port Jervis man and the seizure of heroin following the execution of a “no knock” search warrant at his home.

Members of the Port Jervis Police Department and Orange County Sheriff’s Office Special Operations Group executed the warrant on Owen Street on Tuesday morning, leading to the arrest of Joseph Mann, who was found in possession of 29 grams of heroin that was packaged for sale, a digital scale and more than $6,000 in cash - all in violation of his parole.

Mann was wanted as an absconder from New York State Parole for a previous conviction in 2016 for a felony charge of third-degree criminal possession of a controlled substance in Port Jervis, when he was found with crack cocaine and heroin he intended to sell. The case is being prosecuted by the Orange County District Attorney's Office.

Following the bust, Mann was charged with felony counts of third-degree criminal possession of a controlled substance and violation of New York State Parole. Following arraignment on Tuesday afternoon, Mann was remanded to the Orange County Jail without bail. He is due back in Port Jervis City Court later this year to answer the charges.
